I made the mistake of not booking a room in advance when I arrived in Shenyang during National Holiday week. As a result my choices were extremely limited. I found myself compelled to stay at this hotel in order to be in a convenient location near the train station.
There is no argument that the room was clean and the staff friendly. Unfortunately, only one staff member spoke  English. I was therefore at pains to communicate my needs.
Other than cleanliness, the room was totally inadequate, especially when I was charged the equivalent of $100 US a night. There were no washcloths, the carpet was stained, the bed unreasonably hard even by Chinese standards, other guests were noisy at 1 a.m., no refrigerator, the tub was chipped.
The only bright spot was a fine dinner with attentive staff. Breakfast, however, was a disaster, without even instant coffee available. 
I am convinced that management saw the opportunity to take advantage of a foreign tourist.  If you speak Chinese and are able to negotiate the room charge, perhaps you will have better luck. If you are a foolish traveler like I, I would stay well clear of this hotel.
One final note: While the hotel appears to be close to the train station, present construction makes it  impossible to reach the station except by a circuitous route.
