The Oudom Sambath Hotel & Restaurant is a joke! 
Yes, the price is cheap.... But, the owner and his son try to scam you for every cent you've got!!! They try and charge you double and triple what the tours down the street cost!!!! If you pay cash for anything get a receipt! I paid cash for my hotel room and was still charged on my credit card, when I called the hotel to resolve the situation the owner told me he was on "vacation" and to call his son at another number. I followed his advice and when they answered the phone and I said, hello they hung up on me and never answer the phone again. Not to mention the staff are rude and make you feel uncomfortable, don't bother eating there.... There are plenty of places down the street with friendly staff and much cheaper better food! I myself had read other people's negative reviews and took a chance because you could not beat the price for what they were offering. But, the rooms are old and dark and there is no hot water, unless you actually figure out how to turn it on.... Lol.... The only good thing about the hotel is the view of the river and sunset, but believe me.... There are far better places to stay! It's not worth the extra dollars you save! It was a Horrible Experience!!!!!
