Hotel Arbat is a wonderful hotel! I stayed there for 8 days in July 2019. As a foreign traveler, Hotel Arbat was accommodating, friendly, with clean, spacious rooms, very nice bathrooms. Housekeeping is very good, replenishing supplies daily. Front desk staff are friendly, resourceful (getting cabs, checking in/out, etc.), and willing to look past my fractured Russian. They seemed to enjoy it, actually. Also, the most important factor: Hotel Arbat is centrally located! This is SUPER-critical. Access to central Chelyabinsk, Kirova Street (main walking street), and grocery stores, and other shopping is within a 5 minute walk. The food on Sovetskaya Street is of very good quality, too! Don't forget to check out the restaurants: Darwin and Redactor. When I'm in Chelyabinsk, I will only be staying at Hotel Arbat! Excellent experience all around!
