I was looking for a way to see Tokyo on the cheap, and I spent a week (mostly) at the Asakusa Riverside. It was very comfortable, private, clean, and safe. The women's bath was empty every night, and it's almost like a small swimming pool. Just a fantastic place to stay. I locked my bag in a coin locker a block away every morning while I went out to explore the city. I'd definitely stay here again, and recommend it to other frugal travelers.
