I spent almost a week in koh Tao hostel while I did my diving courses. Its right next to 7 eleven and enough bars and restaurants. Beach is a 2 minute walk away. The rooms are simple but comfy and very clean. Hot showers were a nice change for a time :-) couldn't ask for anything more for that price... staff is super friendly and helps with everything. Everybody warned me not to rent a bike on koh Tao because of all the schemes. I rented one straight from the hostel. I had absolutely no problems. If you're on a budget I can only recommend the place.
