Been there in February 2015, You can take a metro line nr. 3, and the metro station is number 13 where you go out, and the hotel is just a few minutes away by foot. The location is quite good, and for a few euros TAXI you can reach the Liberation monument which is the center of the city, as well as a great shopping district, with lots of luxurious brands (Versace, Armani etc)... The hotel staff was able to help you with a basic conversation in English, they used translate programs at their android phone as well. The general manager phoned me while there was a few hour black-out in whole area, not just in the hotel. For 25 euros a day, you also get a breakfast, eggs, rice and some chinese meals which were quite good. I was at the 8th floor, and the view was spectacular, I would suggest to take as higher floor as possible.
