ISC is a great place to stay in Phitsanulok, especially if you want to explore the city a bit. Phitsanulok isn't like Chiang Mai where so many people speak English, and the owner who speaks fluently was great in helping me get around and making phone calls in Thai when I needed it. It's walkable from the train station and it's right above a nice coffee and dessert shop.
