The young lady by the reception was very friendly, the rooms are very old, smal beds,
renovation would be important, the service in the restaurant, was so rude... they  hate Germans. I would avoid the restaurant

For one night it´s ok

Plus point: menu. Last time we ate here, we found it frustrating to see goats grazing on the meadow outside but only find industrial (100% cow) cheeses on the menu. 
This time, we enjoyed the fresh, locally-sourced food and found the half-board arrangement very good, although breakfast is not quite up to normal international standards.

Confession: We only chose to stay here because Barcelonnette seemed to be fully booked on this long weekend. 
It seems a pity, then, that the hotel's new owners are not yet up to making the most of waifs and strays such as ourselves. There is clearly a demand, and opportunity, to build a clientele here.

Until all envisaged improvements have been carried out, my advice to travellers is to bring own hairdryer (the one installed cuts out before it has done the job); do not expect bath-size towels (but they are thick and white); above all, bring earplugs!

As others have pointed out, this is not a peaceful building. But the location is lovely, the view (if you get one) is fine, and (once promised improvements are made), the future may be rosy.
