I stayed in a standard room at USD 25 per night as there was no vacant deluxe rooms (USD 35 per night), and this included breakfast. The room was very clean although basic, but is excellent value. The bar downstairs was very busy and the food is very good. The location is next to the nightlife so not far to wander. Highly recommended if you are not looking for 5/4 star luxury.

Stayed in this hotel as a walk in.
We were travelling with our 3 children and got two rooms on the top (3rd) floor.  Had one riverfront room ($45) and a triple room ($25).  The Triple room had no widows but as the kids were in there, we were happy with this.  
Others have mentioned that it is a climb up the stairs, our children (11/13/15) had no trouble lugging their bags up, however if you were challenged by stairs, this may be an issue for you.
The room overlooking the river was particularly pleasant.  A small balcony allowed you to sit out there and watch the chaos of the traffic along the waterfront, as well as the other activities in the parkland.  As an early riser, watching the sunrise over the river was brilliant.  
The room rate included breakfast downstairs.
A safe was in the room, however the instructions werent that clear, and for the first time ever I had to get the staff to open it for me (which they did with a smile).
There are numerous restaurants and bars along the riverfront and this is a great area.
The check in at the hotel was also able to organise onwards bus ticktets for us.
Definately would stay again and recommend the hotel.

Good Location and Inexpensive

Great Riverfront Hotel

I did not stay in the hotel but had breakfast 2 days there. Having lived in S.E. Asia for 8 years my expectations are not high for service, however, when charged western prices, I expect a certain level. The staff had no idea what fried eggs "over easy" meant. Sign language did not help. I sent the eggs back which were sunny side up with the whites uncooked. I asked to have the yolk soft and just flip the eggs easy, not hard. I got the eggs back with a hard yolk. The next day, same thing but they returned with the yolks soft. I asked the server to hold the beans but she had no idea what beans were. If it's on the menu, then learn the product! The management should be training the staff better. Another customer expressed his frustration as well having observed mine. One last point. Everyone serves that Lipton Tea. It tastes like battery acid. Can you offer some Twinings Darjeeling? I wouldn't mind paying 25 cents more to have a good cuppa! On the positive side, your food is of good quality and the location on the Riverfront is excellent. I also appreciate the filtered water which tastes better than Blue Pumpkin. I have been there before and will try you again when I visit PP.  This review is intended to give you good feedback as to improving your service and not just criticize, hence the 3 stars. Good luck.

Poor Service

Paddy Rice Hotel is a very friendly hotel with a very pleasant staff. You can get a wonderful room with a splendid view over the Mekong. But they don't tell you that together with the view the noise is for free. In the weekends all kind of bands, like jazz and hard rock play downstairs in the bar, making sleep difficult if not impossible. And the noise from the street adds to it. So if you like a view take this into account. There is also a cheap room without a window, no view but also no noise. But the internet is good and the desk for your laptop oké.

The view and the noise

Pros:
- Decent location (on the riverfront) and could walk to Royal Palace from hotel
- Plenty of restaurants, bars, mini-marts, banks, etc. nearby 
- Free Irish breakfast downstairs

Neutral(s):
- Little lizards/geckos roaming the walls in the hallways. This is to be expected as the stairs to access each floor aren't closed by any sort of door. Now I don't mind the geckos until they get in the room...which they didn't...but they COULD have! 
- The bar downstairs would get noisy in the evenings, although this surprisingly did not affect our ability to sleep. It seemingly quieted down as it got later.

Cons:
- The bathroom. There was no separation, curtain, door, etc. from the shower to the sink/toilet, and the drain was on the OTHER side of the toilet, so whenever you showered you could get water everywhere.
