I chose this hotel deliberately because I wanted an inexpensive room within 3 miles of the Xining Rail Station. I was not disappointed. For less than 25 USD I enjoyed a clean room and linens, a comfortable bed, heat (air conditioning was also an option), and plenty of hot water. The walls of the hotel needed repainting and the furnishings were older, but the decor was not my priority. Last, the staff members I encountered at the Jinjiang Mojia Street Central were helpful and friendly.
